There's been at least one in most of the places I've lived over here. Well, probably two given the seasonal mating cries :P
Urban foxes do apparently eat a lot of rats, though, and East Oxford has quite an impressive population of rats.
The foxes get some grief for messing up people's garbage, but I've never lived anywhere that it's wise to just put unprotected bags of garbage out at night (which is generally what they get into).
